Look, if you're from a developing country or idk got screwed by medical debt or something then it's totally ok to use Grey markets in my opinion. Those other companies didn't take advantage of the offer since they knew it would be expensive to deal with the bitching from G2A they predicted. G2A had boldly proclaimedthat they'd offer 10 x the cost of any keys that could be proven to be stolen and then fought tooth and nail when a company actually took them up on their offer instead of ignoring them. There's no suggestion of re-opening this offer to other developers for an investigation into other game keys.

G2A and co are called "Grey Markets" for a reason, namely that not every key being sold is legally obtained.
